At their first meeting (RSC 4/51) the Sub-Committee had examined:-
(a) Hong Kong Social Welfare Service: Governor's comments
on recommendations made by Mr. Chinn as a résult of his visit to the colony. (RSC 1/51)
MR. WEBBER reported that the comments of the Sub-Committee had been conveyed to the Governor in a formal despatch from the Secretary of State.
Discussion then turned on details of the Governor's reply to Mr. Chinn's recommendations. Some concern was expressed about the rejection of the proposal that the establishment of a separate Social Welfare Department, not connected with the Secretariat for Chinese Affairs, should be considered (RSC 1/51 (Appendix C), Enclosure 3, Recommendation No.1), but it was pointed out that the Governor had given his reasons at some length. THE VICE- CHAIRMAN said that this question could no doubt be included in the general examination of Social Welfare organisations in Colonial territories which was due to commence at the present meeting under Agenda Item 6. It was

agreed that the Hong Kong Social Welfare Officer (Mr. McDouall), who was shortly coming to this country on leave, should be invited to the discussion.
MISS HARFORD drow attention to the remarks under Recommendation No.3 about the difficulties of securing co-ordination between the various voluntary social welfare organisations in Hong Kong. After discussion it was

agreed that a small conference should be called to consider the problem, and that representatives of the National Council of Social Service, Miss Scott-Moncreiff and Hong Kong Social Welfare Officers who were in this country should be invited to attend.
